Green does not say anything. I can make you any incompatible mod show green and any compatible show red. It is literally just one single number in a text file to change.
Unfortunately, you can not use the red/green indicator in the Mod Manager to know whether a mod will work or not. If a mod author includes a line in the manifest to indicate that the mod is intended for the game version you're using, then you get green light and if the version doesn't match you get red. However, if they do not include this version information, then you also get green as the game assumes the mod is compatible.
In no way does the game actually know if the mod will work or be compatible in conjunction with other mods.
