Sales of DLC's fund development of game so you don't have to keep buying basically same game every year but with a different number on it like FIFA or F1.

You own the base game, so can play the game already. The DLC are not mandatory, they are only optional, so it's pretty bold to seriously beg for a discount.
Certainly not, unfortunately. Otherwise, I would like to pay you well with either money or dlcs to do some small jobs for me, e.g. cleaning my car and some gardening.
But I'm probably not the only one willing to pay you some pocket money for such jobs, try asking around in your neighborhood, put up notices about it in your local supermarket, etc.

The DLCs go on sale pretty often. If that is then still to expensive for you then don't buy it. Prioritise other expenses before you go to spend money on luxury goods like games and their DLCs.
If you want to complain then you should complain to those that are responsible for the situation you are in.
Increase purchases is a bad motive to sell things.
Edit: I also recall someone mentioning you being from Turkey. Unfortunately Turkey is in a bad position right now and so prices are much higher as a result of Turkey's economy. Not something SCS should be bothered with.
