How do I turn on my light bars on top of truck?

press f4 and setup you lights

You need to enable them in the F4 screen. Once enabled, they will activate when you use the High Beams.

Just be warned if you save and quit the game when you are in the middle of an external contract your lights and dashboard settings will revert to normal when you reload the game so you'll have to turn them all back on manually again.
