How do I get the Special Transport contracts to appear?
The contracts where you get escorted, etc.

I do have all Cargo DLC's.

You need the special transport DLC for that. With that you will get an E-Mail in-game stating all the locations from which cities special transport contracts are available. You can only find them in Quick jobs and Freight market. You will not have them in Convoy.
You might need to sleep a few times (or make contracts, so anything to pass in-game time) in order for them to appear.

Still doesn't show up after a few ingame days.

They are only in the cities stated in the in-game E-Mail you should have recieved.

go to quick jobs and let them show you all without picking a city first or choose special transport option in filter (drop down menu on left side of screen)
