It is right on the launch screen every time you start the game, when you run mods.

Mods are unsupported by SCS, they are entirely your responsibility.
Mod authors do not always maintain mods and keep them up to date, any new game update has the potential to break every mod. Workshop mods and third-party mods have NO guarantee of working, either on their own or with other mods.
Mods can affect the game in unintended ways causing problems not related to the mod itself.
Start a new, unmodded, vanilla profile
(you can have as many as you want) and test the game.
If it does not crash, it's most likely your mods causing the problem. You need to test and check every mod individually to see which one is at at fault.
You need to do this yourself, as nobody can analyse your mods or the game.log.txt file accurately.

That GPU and memory is below the level that is needed to run ETS2 and adding large numbers of mods makes it even less likely to work. The GPU uses shared system memory, my GFX card alone has double the amount of VRAM over the whole system RAM you are using for running the game and all the graphics.
The GPU is also 10 years old, and was never intended for playing graphics-heavy games with and is now very out of date, as is the CPU.
Even removing all mods will only delay the inevitable, you will have to move to a better spec PC soon, games only get more demanding on hardware, never less. The likely move to DirectX_12 in the near future will not make things any better for you.
And the "New Summer v5.2" mod is the cause of the error message.
"New Summer v5.3" is compatible with ETS2 1.48.1.6.
There may be other problems, but the main problem is that with the HD Graphics 4600, I don't know if it will even start properly in the vanilla environment.
You should really remove all mods first to make sure it starts properly, and then add the mods.
Sometimes, the traffic mod originally applies everywhere in the map. To exclude them from appearing elsewhere, modders may need to stop the mod accessing to the mod files while in other areas. That may result in errors like can't load XXX in it/balt/fr/ blah blah blah.
You can try disabling the Russian traffic packs (all of them) to see if the errors prevail).
P.S. I supposed you have perfectly reinstalled the map DLCs and activated them.
