If not, you only need to back up the profiles and game saves. If you are using steam cloud, you can regularly download those files for back up. The link is here https://store.steampowered.com/account/remotestorage
If you are not using steam cloud, the profiles are in Document --> Euro Truck Simulator 2 folder.
If you are using mods, do the abovementioned, as well as keep record of a list of the mods you use and their load order. When the game crashes because of change / updates / removal of mods, you can always go back to what it was.
Sorry for the limited advice because I don't do backups.
Well I really don't. And I play with only one profile with all those mods I use. A part of it is because I know for sure that the files on Steam cloud come from my local PC. That makes them 2 copies already.
I think I will do backups only when I need a windows install or something like this.
The above is solely meant for this game though.
This way I have a seperate copy of game outside of computer
IMO essential for when drive with game on dies, building new system, changing op system
Learnt this the hard way when HDD died with 500 game hours on main profile.
Well, if you really want to back up everything, you need more than the above, but also:
1) C:\Program Files (x86)\Steam\steamapps\common\Euro Truck Simulator 2 (game files)
2) Documents\Euro Truck Simulator 2 (mods from other websites, game setting, game saves if not using Steam Cloud etc.)
3) C:\Program Files (x86)\Steam\userdata\(usercode)\227300 (for Steam cloud saves)
4) C:\SteamLibrary\steamapps\workshop\content\227300 (the mods from Steam Workshop)
This will make yourself more reliable than your PC and Steam together :D

But if you really want to overdo it (well there's nothing wrong), you can just do 2) 3) and 4)
For 1), even you copy everything, you can't simply put them back to play the game. You need to install the game via Steam, that will give you the files for 1).
For the rest, you can put them back to their own places after installing the game via Steam.
I can't speak for SilverBiker, but Yes, I do a COMPLETE backup of my entire Steam Installation about once a month, and make backups of entire Game installations more often, as needed .. Large capacity portable drives are dirt cheap insurance if this is your main hobby (Compare the price of a portable hard drive to a single HO scale model train engine .. I can buy (3+) 1 Tb portable drives for the cost of one Model Train Engine).

I dont use cloud save as I have had issues with it in past so dont trust it.
I prefer to back up manually.
I never worry about backing up mods. Never have and never had issues.
If you back up your ETS2 folder you will see a list of your mods in it.
Mods outside of workshop will be in your mods folder in your game folder so no worry there.
Workshop mods will be in your steam folder. Follow 4 from above and then copy that back in and replace existing file.
I have my workshop mods on separate drive to main game drive so no worries there (unless it dies of course) but then then you can always re-install them.
I make a copy of C:\Users\yourname\Documents\Euro Truck Simulator 2 and that contains all the game data so if something happens (or whatever) just copy from back up and replace all files or, as I do, delete the game folder from Docs on fresh install, then just copy complete ETS2 folder i
I have replaced my HDD twice, upgraded OS and have never had any issues when I copy from back up back on to my main drive.
Very simple and very easy with no stress.
My Steam Library is spread over two drives and measures about 1.25tb so backing up complete steam library is out of the question for me.
