Whilst w/shop mods are deemed safe the range is pretty limited (IMO).
I use all Jazzycats traffic mods for instance which you cant get from workshop as files are too big alongside some others.
I also use Pendragons Volvo and again that's not from workshop but is on SCS forum website which makes it safer but can also discuss mod with the author.
No matter what and from which source I download something, the first thing I do is have a virus scanner check the file. In addition, I only use Windows as a restricted user, which makes it difficult to make changes to the system using malware, since I have to confirm them with the administrator account and the associated password. It's annoying at times, but it's much more secure than most primary Windows users (preferably with User Account Control disabled).
