If it's a choice between Iberia or 2 non map DLCs then I would go for Iberia.

Go for the one you want to drive to.

I must say the iberia DLC is the most detailed map DLC, in my opinion.

If besides the base map you have no other dlc then Iberia won't connect by road to the base map, you can only teleport/travel using the menus available there, or drive via the UK and take a ferry, but you can't drive through France to get there.

Iberia is the newest card, which maybe is why there is currently "only" a 50% discount on Iberia, while there is a 70% discount on all other cards.

For players who only have the basemap and Iberia, the ferry route between Santander and Plymouth is the only connection between Iberia and the basemap.

I would therefore find it most sensible to choose 2 maps at a 70% discount, and here, with a view to your possible future investments in map dlcs, I would recommend that you now initially choose Vive la france (which borders on Iberia) , and Going East (which borders on both the "Beyond the Baltic Sea" dlc and the "Road to the Black Sea" dlc).

Edit: Ninja'et by @Underscore about Iberia connection info.

Oh, that's what I didn't know.

Good looks directly connecting to the base map: France, Italy

Looking very good but requires "beaming" or driving through horrible old style maps: Iberia (through UK), Road to Black Sea (through Going East). If you own Italy, there are also ferries from there to Iberia.

Looking somewhat outdated, but can still hide that with some stunning landscape: Scandinavia

Beyond the Baltic is also pretty good looking, and can be reached either through the hopelessly outdated Going East or slightly better Scandinavia.

Buying Scandinavia or even Going East should however not be much of a problem. They are really cheap and if SCS stick to their policies, the upgrade on today's standards will be free.

Beyond the Baltic is connected to the base map with the ferry between Helsinki and Travemünde. That ferry ride takes 29:30 ingame hours

Okay, never used that obviously. Kiel also offers some real life connections to the Baltic states. Let's see what the upcoming rework brings.

either way, the map booster bundle will be the best option to upgrade your map.
its an additional 15% off on everything included (which is all but the newest map dlc) and can be bought at any time (as you don't have to pay twice for anything already purchased) but the best time is when everything is on sale

It is a route you should especially keep your employees away from if you are in the beginning phase where you only have a few employees.

For those who don't know: The distance skill only applies to kilometers driven. Therefore, if an employee has a ferry route within his distance range, he would very much like to use a ferry to get as far away from his hometown as possible.
