Fact is that no one knows for sure. Maybe SCS do some analysis of the active player statistics but even they can only make educated guesses.
This game is way older and has accumulated way more players than the counterpart. Some of them would like to play both, whereas some of them are already satisfied with the older one, given the abundance of mods and updates. If not all the ETS2 players would buy the new game, it is almost not possible for ATS to have more players than its counterpart.
Besides, if a new comer is to decide which one to buy first, I am sure a majority of them will go to ETS2 as they have very well developed map DLCs while you have to wait a long for the ATS to fully expand the map, not to mention the flexibility to add features through mods.
I base this on general trend, though I'm not sure about the geographical attractiveness offered by each game to the current players.
Thanks for the thread direction, it makes sense that the Eurozone would be more appealing to the larger international community as one potential factor.
I am actually pretty happy about having a profile for each game. But you can consolidate all your stats from both games on world of trucks if you pick the right cargos.

But the other way around, many European truckers would like to drive a US truck, ideally across the States. But since it doesn't really work for most people, you do it virtually in ATS.

No I play Ets because I don't want insurance. Makes making money easier and pretty much takes away the only way there is to get in economical problems. I don't want to use mods.
In-game, there is practical little difference and unlike real life the AI is predictable and you can learn how it tends to behave. I would say you probably don't even need a real life driving license to enjoy these games or a deep understanding of driving skills.
Just basic understanding of road & traffic etiquette will get you through the game. The "sim" of this game is much more in the experience and feeling of driving through an accurate feeling digital representation of Europe.
IRL people don't do that, they either move a lane if there's space or they take their foot of the throttle and slow down a little,....
