Do you have other programs running in the background while you play the game?
Are you playing on a laptop or on a desktop PC?
Turn down your graphic settings to medium and deactivate SSAO.
Try not to have ANY programs running in the background, especially resource hogs like Discord. Installing 16Gb RAM in dual-channel format will be better.
You can't run a GTX 1060 3Gb at high resolution and ultra graphics, so medium graphics and 1080 would be safer, turn extra mirrors off or reduce the detail and distance shown, and turn off SSAO to make life easier for the GFX card.
You only need a steady 40fps as this isn't a game that needs insane frame rates to shoot anyone, smooth fps is more important. Try locking or capping the frame rate to 40fps, in-game or in the Nvidia control panel.
if his fans already work at max it wont help.....and at least gpu and cpu fans get controlled automatically either way...and 65 degree is not really that much heat on a gpu.....
