Despite doom-mongers on here, Steam Cloud saves are reliable and there are back-ups on the PC as a fall-back. It helps to manually save the game and back it up on an exterior drive or USB every so often too.
Copy the ETS2 (and ATS, if you have it) folder in "documents" and paste into "documents" on the new PC.
Keep the old drive with them on, if you are able, as a back-up.
Copied the entire Euro Truck Simulator folder from MyDocuments to a portable drive/usb thingy, if you have a lot of none Steam mods this can take quite some space.
On the new pc install Steam and ETS2 AND create a new profile, only after that copy the files from the portable drive/usb to the new ets2 folder in MyDocuments.
