That would be it, then. I didn't go into the game to check that and couldn't tell from the screen shot OP provided.
@OP: You can't just drive around on a longer route to increase the distance. It only considers what the job states when you pick it up.
Driving extra has never helped the achievements that are based on delivery distance.
Someone on a new profile (like the OP) could try it - take a job that's 18-1900 that's only on mainland Europe, and add a detour to have it come out at around 2100
