But... having AI crash into you and having you be responsible (ticket and property damage) feels wrong. Especially that irl you don't automatically get ticket and the other person can get it instead.

Nope. It is intended behaviour and not a bug. The AI are deliberately programmed with fuzzy logic so that they can make mistakes.
Also at toll booths take the end gates only. MIddle gates are the cause of the shunts, since the AI cannot give way to you properly if your not in either the fast lane or the final lane merging.
IF it's intended behaviour THEN it should be the AI that takes responsibility for crashes (fines and reparations?). You cannot program AI to make mistakes and then penalize the played.
You are only penalised if you are still moving. If you are braking to avoid the collision, come to a stop, or are actively playing so you don't get hit at tool booths then your never fined. I have been hit many a time and not had a fine, because I slammed on the brakes.
At all other times, when an AI hits you and you get a fine its because it was an avoidable accident. You could have backed off, changed lanes, took another junction etc. You do not get fined for unavoidable incidents that are not your fault. Trust me It happens, you get tagged, and there is no ding and no fine window. It will happen to you at some point after this and you will take note of it now that its been mentioned.
And as a final point, the fines are tiny compared to the wages your earning per run, and can be turned off completely if its that much of an issue. The game is never going to have "perfect" AI because it would be extremely boring driving with every vehicle perfectly spaced, at exact speeds, never making an error, and all driving text book manoeuvres.
Just learn to soldier on. We all do at some point. It is all part of the simulation.
After toll booths the right of way rules are reversed. This is to prevent all traffic piling up in the outer lanes.
I look at it as one of very few things that are not predicteble in the game.., and I actually like that!
It sharpens the attention and Makes me stay focused.
Sometimes you can get a bit bored, and this keeps me on my toes:)
Even when a garbage truck just kind of rolls into an intersection and slams into the side of my trailer because reasons, and I get the fine for that?
