Minimum purchase should be a Logitech DFGT or a Thrustmaster T-150. These wheels have proper force feedback and decent rotation, though they will require clamping to a desk. I'd honestly say you might aswell use a joypad over the Zion.
Having said that, I find the FFB in game to be rather lacking when compared to other titles, so I use a plugin which gives a better representation of how a steering wheel behaves in my opinion.

...if you have a Logitech wheels that is. By default, I find it a little too heavy but it does certain things I have come to expect from force feedback that feels missing in the games FFB.
At this moment in time, I would look and see if you can get a G27 for a good price (you'll get an H shifter and better pedals), or look at the Thrustmaster T150 (paddles only, shifter bought seperately).
Just incase you are unaware, the shifter on the DFGT is sequential, not H-pattern.
In the end though, it depends on how much you are prepared to spend and how many other games you think you might use it with.
The vanilla game, in my experience performs solidly. FSX is a different beast entirely.
