IMHO it's the best one.
It is not required to have any DLC. If you are referring to a DLC needing another in order to drive to said area, this is not the case for Iberia. There are two ferry routes from UK to Spain, so you can drive to Iberia without needing France DLC to bridge the gap. :)
If you really don't care, I guess France is a good choice. At least it gives you new access point to UK, and you'll have connection to Iberia, if you will buy it also one day.
Each expansion has a different feel. Going East is just very old design, Scandinavia is mainly new design and amazing view, France is a tollgate trap, Italy is best overall balance but maybe the smallest of all, Baltic is too much rural and slow for my tastes and I stopped with it : /
Pair that bundle with a moment in which the whole franchise is on discount and you will be more than happy to give them your money
