Tobj files: just copy working ones and edit to your liking.
that you can find here on a default win install (if you changed drive on install look there)
C:\Program Files (x86)\Steam\steamapps\common\Euro Truck Simulator 2
drag and drop dlc_daf_2021.scs on the extractor and wait for it to finish.
"G:\SteamLibrary\steamapps\common\Euro Truck Simulator 2\scs_extractor.exe" dlc_daf_2021.scs "E:\Creative\ETS2\ETS2_Extract_1_45"
This way I don't have to move any files about and can keep multiple shortcuts so if / when I want to unpack another version of a package I can edit the version number of the extract folder if I want and just double click the shortcut. The double zero is to keep them at the top of file explorer when sorted by name so I don't have to go hunting them.
tbh, the OP doesn't need to extract anything, when i first started making paint jobs i just took tobj files from another mod.
Nowadays for paint jobs it's just copy/paste/replace/rename :-)
But my skinning days are over, made hundreds, it's time to move on :-)
Though i still should do 2 megapacks with everthing that's worth sharing.
