Heavy Cargo Pack adds 8 more cargoes AND two new trailers. New trailers are the true challenge, more than the weight of mew cargoes. Those are with steerable axles and will take a while before to get used to how they move on the road. Again you can find these pretty everywhere but this time your hired drivers don't have access to them, sadly.
Special Transports are for your amusement only. 11 more cargoes and one more trailer, again with steerable axles and to add on top, this time too weight is not your problem but size. This DLC introduce a different gameplay for the first time, with jobs available only in specific cities, on specific short routes, with escort vehicles that you must follow and a 60Km/h speed limit. Special Transport are furthermore limited to Quick Jobs and Freight Market, and again your hired drivers won't touch them.
Special and Heavy add many achievements too while High Power is requested together with Scandinavia for a single one, Sailor. Personally I like the new trailers a lot but Special feels like a short minigame that I won't play it again. In any case are a must have, must play ; )
PS: Special Transport are the only ones that give you the true "King of the Road" feeling : D
