Anyway, that's just all guessing, I don't have any information on licensing terms within either game that no-one here wouldn't have.
And my personal opinion on subject: Yes, dirt & rust & visual damage are all OK, but there are more important things to implement.
About dirt, although in game it's TECHNICALLY applied the same way as scratches or shattered glass (in this case, textures), there's no licensing problem. Like hackintoshchap already posted, Pavel mentioned on a livestream they were indeed working on visual dirt, but they weren't still happy with the results of it.
Then we now know which companies were fine with it - and by logic which ones WEREN'T. 😁

American Truck Simulator
I thought America was short on drivers.
And, let's assume this is correct.... But what on the world preventing SCS to implement it on AI cars, vans and vehicles which aren't licensed.
About dirt... I would bet I saw AI traffic police car with dirt on it. I managed to record it in one of my videos but can't remember which. So, I think it might be closer than we think.
Meaning that people would complain that there is no physical damage on the trucks but on other vehicles in the game. Physical damage only works if all vehicles can have it or none.
Nothing. Random events on road have damaged vehicles.
If you're satisfied with the pace of development, let others not to be. And don't make things personal. It's not nice at all.
Who are mentioned trucks? Even IRL when you see a truck - car accidents, there's almost not visible damage on truck, but car can looks like it dropped out of BeamNG. So... I'm obviously talking *AI unlicensed vehicles*
- and the driver always manages to uncouple the (licensed) tractor unit and drive it away from the fire...?
Wanna a cup of coffee with that hypocrisy?
Well... If I have every single DLC I think I can say what's wrong.
And really, stop. If you don't know how to discuss as an adult, then it's better for you to avoid it.
