I dont see any jobs going into the mentioned companies you cant deliver paper to a paper company or furniture to a furniture company so how to get the achievement?

I don't think it matters what you deliver as long as you deliver there. You might need/want to refresh the market every now and again to make new jobs appear. You can do this quickly by sleeping or taking a ferry.

I guess because the paper company makes the paper, you'd be delivering from them to some kinda retail outlet. Agreed though, there should be a more congruous and logical course to at least some of the freight market.

There's this company which manufactures train parts, I can't remember it's name, but it sometimes have deliveries for heavy industry companies. Baltomorsk has sometimes wood products needing delivery for Renat (furniture factory). Paper factories sometimes need all kinds of chemicals, so NS Chemicals could be a good option too.

Industry Standard:
Make at least two deliveries to each locomotive, furniture and paper mill factories

As it says, you just have make a delivery to these factories be it steel, wood or whatever.
Just enter the names of drop offs into search box and select recipients (eg LVR) and you will see the names come up. Bear in mind this will bring up all the delivery sites so look for the right city/town/country.
I made a small spreadsheet (well, not so small really) to keep tabs on what I delivered and to where.
From what I can remember, the real PIA jobs are the paper mill jobs are they are far and few
