Report a translation problem
Increasing the rendering does not get rid of aliasing, even at 400%, the game is well known for poor anti-aliasing and having "jaggies" and shimmering.
You may have to adjust your GFX settings to get the best out of it, there are many, many threads on here if you search this forum about just a-a and fixing it.

Monitor is some random LG TV I bought for cheaper price.
Screenshots seem to show normally.
You are supposed to post the screenshots here, we can't see your monitor. Take a couple of them showing the blurriness.
If the screenshots appear normal, it isn't the game, it's your random TV, a computer monitor is not a TV for a good reason. Run the game at the native resolution of the screen you view it on, otherwise you will experience problems.
SCREENSHOTS:
Press F12 (if you use a Laptop you have to press FN+F12) to make a screenshot. Quit the game and upload the screenshot to Steam. Go to your profile, then to the screenshots and click on the screenshot you uploaded. Click on the link in the top of the Window that opened which opens another window. From there you copy the address which you paste here.

My guess would be a GPU driver issue, especially if you're not having the issue outside of the game. If installing the latest Radeon drivers doesn't fix it, try running DDU to completely wipe the old driver from the system first (assuming you know how to run Windows in Safe Mode).

You didn't have the TV plugged into a Mac beforehand by any chance, did you?

Take a look at the Interior GPS. On side middle you cannot see the speed limit logo, but on the side you can see it clearly.

TBH, I would just put up with it and work around it as best as you can for now. If your TV allows you to set up the input for your computer (HDMI port?) with a 'PC' designation, then do so. Can make game play feel better and sometimes look a little better.
The way I'd solve it actually a little counter-intuitive. I would increase the FOV slider, it'll actually make the problem worse but because they camera will be further back you won't notice it much.
