If its SCS doing the update they might push it out first then write up notes in game update which is its own thread and can only be added to by the dev
If its STEAM then it could just be files for running the game being updated but usually that comes in a distribution of files but if that is the case then we will not get notified of what is happening because SCS only tells the player base of what is updated in game.
Also check there actual forum on SCS Software.

It won't be the Russia DLC as that's been shelved indefinitely for now.

The download wasn't 14GB. Applying the update is not a download. The download was 40.5MB.

Considering that ETS2 was released about ten years ago, it shows that there is quite some staying power for a game that was a Singleplayer game for the majority of its existence.

Regardless, your paranoia is pretty misplaced because the chances of game developers pushing out a patch that would harm your computer, especially intentionally and maliciously, are none. That's an easy way to face a class action lawsuit and completely burn any reputation they have into the ground, no dev is going to do that. Steam may already take measures to ensure that kind of foul play isn't possible to begin with anyway.
Every month, we hear more stories about corporate interests breaking the law, accessing our personal information, and exploiting and abusing it for profit. Just recently, Twitter was fined $150m by the US Federal Trade Commission for harvesting mobile phone numbers "for security purposes", but then passing those numbers and other private information to advertising companies. Right now, there is a problem on Twitch, where many users are finding that they have been blocked from chat channels on all streams, and Twitch will only allow them back in again once they provide a mobile phone number. This has been reported on Reddit. Many users are complaining about it.
Our personal information is *very* valuable to American capitalists, and we just have to accept that we no longer have control over our computers, and we have no real privacy any more. The only way to be properly protected is to log off from the internet and not use a computer at all.
The patch is applied to the whole base game, after it is downloaded, if you have a large number of DLC then the folder will be 12 - 15 Gb, if you have just the game itself, 4-5 Gb, but there is no 14 Gb download.
Steam changed the way it reports updates and patches, look at the downloads page while it is downloading and you will see it download the data, then write it to the folder and verify it.
If it doesn't verify it, do a manual file verify straight away, Steam has had problems recently with faulty downloads.
When downloading an update thru Steam, it shows both download size (in this case 40 MB) and then installation size (in this case 14 GB).
