It is just a Notebook exclusive GPU.
And to answer the question of the OP: Yes, but it is absolutely not worth buying a new gaming notebook just for that. The price you pay is way too much for the minimal improvement you get. And you are very likely not able to switch out the GPU of your gaming notebook.
Edit: This is assuming that you already own a gaming notebook with a RTX3050 GPU.
