As a shot in the dark, I imagine you need SCS Extractor to unpack the .scs archives.

got the Extractor it's copying files from one folder to another
when using the Blender File View ConverterPIX & BT ConverterPIX & BT I believe are SCS Tools for blender from one of the tutorials I watched you copy the games from Steam File on your computer to another you create
however everytime I try to copy and paste the steam local files it doesn't allow me to copy the folder and put it where I want it to be
That said, going by what you are saying, if you cannot copy them and you are copying them to this location so you can then extract them, you should be able to extract the packages directly.
Put SCS Extractor in your game install. Right click on it and select create shortcut. Right click on the shortcut and select properties. Then edit the target line so it reads something like this...
You can have multiple shortcuts for each package and give them appropriate names. Then when you want to unpack something you just double click the shortcut and it will unpack to the destination folder.
PIX Wrapper converts on import. It's a blender addon.
