There is a ferry from England to Iberia and England is part of the base map.
That it is then an advantage to have also to have France is another talk.
Personally, I was disappointed and do not like driving in Iberia because Iberia in my opinion has too much modern highways and too little ordinary country roads and small roads.
But I can only hope that Russia gets better at that point.
But the graphics in Iberia are great. :)
But back to OP, I'll say it's up to you. If you care about Iberia or just want a bigger map, obviously it's worth it then, but if you don't care about Iberia, never plan on driving there, I'd say pass for now. I don't drive through it very often so I can't say much on how it plays or looks.
You won't be able to drive through states you don't own so you won't be able to take a contract from Idaho to Nevada.
Same applies to ETS2, however there are more ferries thus making it less common but e.g. this can happen with the Road to the Black Sea DLC if you don't own the Going East DLC and soon with the Heart of Russia DLC if you don't own the Going East DLC and/or the Beyond the Baltic Sea DLC.
I think it is required to run ProMods after version 1.40 (2.55 ProMods)...but I may be mistaken.
As for the sale, it was just released last year so you may not see a more significant sale until maybe this Summer or later, especially not until Heart of Russia is released.
I ran 2.57 without Iberia DLC and had to buy it when 2.60 was released.
