Report a translation problem
The art is to know the weather, because some countries have bad weather full headlight laws where DRL are not considered sufficient. And the slightest hint of fog already is bad weather, as ETS2 only knows sunny and rainy, even if not yet physical rain is falling. Just go into photo studio and view all different weathers.
What Mirko said is interesting but maybe that list should include more models. Surely I tried with Volvo FH, Scania S and Mercedes New Actros and all went fine (I mean, got no fine) ; )

I want to put an end to this "I got fined in daytime" legend but OP's issue remains and unsolved : /
- truck mod issue?
- realistic weather mod issue?
- map mod issue?
- realistic fines mod issue?
- other mod issue?
- or do it happens on vanilla profiles too? (and then I would like to replicate it)
I believe, in a recent long thread on this same subject, someone, probably Briannospam, said that examining the code for fines that there is no penalty hard coded in the game for always having the headlights on low beam, no matter what the circumstances.
It is possible that modded trucks are not registering their headlights correctly, but in a vanilla game it never happens to me.
Many people were suggesting turning high beams on and checking the blue light comes on on the dash to make sure you have low beams actually on, It seemed that many people were not pressing twice for them, so incurring a fine.
I do not know if they have country-specific rules to comply with each country's law IRL, that might be a bit too complicated.

@tR02020 - If you are very new to ETS2 then your issue would be that you must press L twice to turn on Low Beams (so LL, if you press L once again will turn them off). Next part is that you have to get used to different dashboards with Quick Jobs, and some are even particularly hard at displaying if you have Low Beams on (LL) or just running lights (L). And yes, as @Mojo wrote, to be 100% sure that Low Beams are really on, press K and High Beams will turn on them too, otherwise Low Beams were not on.

So, can you tell me which lights are currently on in this image (took in daytime intentionally)?
Then kept the same truck and drove another 20,000 Km in the same countries and again mostly in daytime but with lights turned OFF. Result? No fine : / Would you try it you too and share your story? I can wait : )
