All the map mods that I am aware of use SCS assets from the map DLC, so all maps are dependent on a user having at least all but the last map DLC.
The biggest map for ETS 2 is Promods, which some other maps can be added too, but you are going to need the official map DLC to use Promods.
As ETS 2 is on sale right now, there are huge discounts on the map DLC.
On ATS you can get a Coast to Coast for any consecutive DLC status. So if you have Utah but not Oregon and Washington, it does not work for the Utah map and you could only use the New Mexico version and have to deactivate Utah DLC.
If you have all DLC up to Utah but no newer ones you could actually use the Utah version of C2C. The reason is that all versions were frozen but are still available to download. But nothing comparable is available for ETS2.
Fair to say that older C2C are an eyesore except for Florida, where the mapper lives. Newer ones offer a pretty good Southeast throughout.
