Games are expensive to produce, so it would require a very big demand to justify game development.
At present there is a fan made Japan map mod for ETS 2.
Japan is more than big enough to make a complete game. Hell you could make a complete game out of a single city if you wanted to just using scale 1:1
Talking about a different game from a different company, of course it could be possible. It is just a) there are no many vehicles in Japan b) making a japanese truck simulator seems stupid. c) there are no simulators focused on countries / continents, the only ones are ATS and ET2. There is a reason for that. Sure, we could have a japanese truck simulator, a russian truck simulator, a spanish truck simulator, a lander moon truck simulator.... you get my point.
Id so buy this dlc.
