Lighting of buildings problem

After last update I have a problem when driving through cities. All buildings are very shiny, cars also, it doesn't look good at all. Is there a way to completely disable this new graphics option? (i think it's this new reflections setting, had to change it to 50% cause my PC is weak). Also, maybe it looks so weird, because i have turned off bloom in cfg, because i hate it

Yup, but only three, none of them changes anything about graphics

Mods can cause change stuff they are not supposed to do.
Please see if you can reproduce that problem on a vanilla profile (no mods ever in it).

No mods and i get that problem as well, plus the lights we can see on rain day or even on the tunnels...in fact sometime we need mods to fix what they didn't fix yet :(
