yes you actually can by using steam remote play.
but your pc is need to be on.

Unnamed88008 he can play ets2 on his phone. Its called steam remote play, they added this a while ago. You can play games on your phone but only when your pc is on.
When playing on the remote play your pc is sharing the screen with your phone, that sucks but its possible to play it on your mobile.

Steam needs to be on as that's the thing that's streaming the game to your other device.

When you're using your android phone to play ETS2, you're not actually playing on your phone, you're in fact playing on your computer and Steam is streaming the video on your phone.

You need
. a good computer to play ETS2 (obviously)
. a better computer on top of that to stream the game
. a good internet access to handle the upload stream
. a good internet access on your phone
. a somewhat good phone to handle the download stream and the game

Overall, that's not nothing.
