Sigh. Please read the bug reporting thread on the SCS forums for known issues with Ibera. There are a whole host of issues with the content that need patching. Particularly with the new prefabs. SCS have already acknowledged said issues.
Because newly released paid for content takes precedence over free additions. Ibera needs patching now, we dont need MP yet. Ergo, "beta" is later than ATS version because in all probability there will be another Ibera patch before any beta update.

So SCS can not just release the patch during the beta like they did before? Or maybe it is because ATS gets the open betas generally before ETS2?

These are some of the ones I am talking about. There are also known issues with merging prefabs, and AI logic. Plus the new roundabouts do not work as intended, which SCS said they are still working on.
That is not including 1.40 specific bugs also. Such as "dark mirrors" on the Volvos, MP3 & Stralis dashboard "glowing glass", and the dawn/dusk transition bug with dashboards. Plus numerous "performance" issues due to the new lighting in older parts of the map.
