Only people who should be contacted is SCS but if they will want they'll answer here. And the ONLY people who decides what trucks were getting is SCS also. Only after they decide to add new trucks they will contact manufacturers on their own behalf.
If there was rumors that's a good sign already now all we have to do is wait patiently and pop out discussions like this from time to time 😁
There may also be manufacturers that would like to have more trucks in the game. Some of these rumours are from last year. We also know that game licences may not be some manufacturers priority just right now and SCS may just need to wait it out.
The recent priority for SCS was to get all the main American truck manufacturers in the game before they then move to add more customisation options like tuning packs and tires - Goodyear was leaked by accident in a 1.40 public beta before being removed.

And not to forget the licensing they had to acquire from Krone and Schwarzmüller to be able to make the Krone and Schwarzmüller trailer DLC's..
