If you mean explore all roads on the vanilla map without map DLCs?
Then it can be done, but I have no idea how long it will take.
If you purchase map DLCs as they come out, it will be never ending story to complete the game.
Only if you have set yourself a specific goal, e.g. having a million in the bank, or a certain number of trucks or drivers, it is possible to 'complete' the game, but again I do not know how long it will take.
But if there is any defined "end" it would be completing all the achievements I suppose, since there is one that requires every inch of road to be discovered. When it comes to drivers and money, that comes easy pretty fast so I feel like if you had to put an "end" to the game that wouldn't be how you end it. If you just do base map achievements its pretty fast to "beat" the game since stuff like 100% of map and even go to all ports will be faster to achieve. Just keep in mind if you grab every map dlc+the cargo dlcs for the rest of the current achievements, it will take way longer to "beat"
What you could do, for example:
Reach max rank - Divine Champion (level 100+, not sure if there is a max level)
Entire map explored
All achievements completed
These things alone could take you 100s of hours if you don't rush it, and there may be more things to complete that I don't remember.
Honestly, unless you are one of those 100% everything masochists, then I wouldn't even try "beating" the game. If you enjoy the game, you will complete most things just by playing.
