For Steam Cloud to work, you must enable it in Steam AND in the game. There are still back up files made, but if you formatted a hard disk with no back-up and no Cloud save enabled, then your chances of recovery are slim to non-existent.
Your profile shows you in-game, and not too many hours played, maybe it is a good time to start again with a nice clean profile and set up the Steam Cloud save, as well as using manual saves to your PC and regular back-ups outside both of those storage systems, on a USB drive or external drive.
Keep your hard drives defragged (weekly) using Windows and always have at least 10% or more free space on drives at all times, especially on the C: drive.
I have been using one profile on the Cloud save for over 1,000 hours and countless saves, so if done right, it can work perfectly.
Cloud has worked perfectly for me, lets me go from computer to computer, performs as advertised. You can always occasionally do a local backup if it makes you feel better
It isn't unheard of that some Steam users, especially for those who connects the Internet with a rather unstable wifi network, will turn off the Steam cloud syncing feature becuz it slows down their game startup and shut down time(the program retries multiple times to download or upload game save data). And that's usually when this sorta 'I lost my saves after I switched PC/hard disk' topics pop up.
If the profile was made before SCS put in Steam Cloud was implemented, then the default for those specific profiles will be off for cloud saving. It only defaults to enabled after the patch and is a new profile made afterwards.
That isn't to say one couldn't just simply edit the profile and enable it for those "legacy" profiles, just that's how the defaults were.
This is just my guess, but currently it makes sense to me. I don't recall what patch added in Steam Cloud to the game off hand.
Trust me, i feel your pain.
All you had to do Before you replaced the drive was back up your ETS2 folder that's in your Documents folder to a flash drive or an external drive and you wouldn't have lost the 800 hours. I back mine up once a week. Takes a few seconds.
