Do I need France to play Iberia?
I don't have France so I'm guessing I won't be able to connect to rest of Europe if I get Iberia!

Correct, you need the relevant DLC to pass through one country to get to another, otherwise you'll be teleporting everywhere.

Didn't think about that, and before i replied had a peek, indeed there's a connection from Sassari and it seems Palermo and Naples from mainland Italy are also connected,
