I did as many others suggested here, used my Xbox360 controller until I saved enough for a g29. Best decision ever. With the controller you will be able to enjoy the game until ready for a proper wheel set.
Honestly, don't even buy a controller (if you don't have one already). Steering with mouse is really good, maybe even better than w/ a controller. The only bad thing is you don't have throttle control (that mouse w/ throttle control option ets2 gives you is just garbage, so don't use that).
Just set your throttle to RMB and brake to LMB, blinkers to additional mouse buttons if you have those and the rest to somewhere on the keyboard and you're set.
