Yes, Volvo FH16 (new gen) and Volvo FH 16 classic are 2 different models from Volvo.
But I want to give you the right that it is a bit confusing that they both have the basic designation FH16 ... But you also see many similar cases in the car industry, where many models over the years have undergone major changes, and still have retained their basic type names .
Both FH and FH classic as standard basic model (4x2 with 420 hp) only require that you are level 1 (and have enough money)
FH classic globetrotter (6x2 with 460 hp) requires level 8
FH globetrotter (6x2 / 4 with 500 hp) requires level 10
When you are level 11 you can upgrade the FH classic with a 540 hp euro 5 engine.
- FH (new gen) requires level 12 before you can upgrade it with a 540 hp euro 5 engine
All truck models in the game can be upgraded with 6x4 chassis when you are level 14
When you become level 16 you get the right to upgrade FH with 8x4 Chassis
At level 18 you unlock:
600 hp Euro 5 engine for FH classic
FH globetrotter XL 8x4 with 600 hp
Level 20 unlocks 700 hp Euro 5 for FH classic

Level 25 unlocks 750 hp Euro 5 for the FH Classic
