If you like toll booths, France.
I see, that makes sense. I think the scenery in ETS2's Black Sea DLC is great, although I do get kind of annoyed by just how frequently the speed limits can change. In places, the speeds can go from 80 to 90 to 70 to 50 then back to 90 all in the span of one or two kilometres, which can be a real pain when the lighting stops you from reading a sign until you're right in front of it. I had one hilarious delivery where I got speed fined at least 4 times because a police car was following behind me for most of my time through Romania.
I think I'd still recommend Beyond the Baltic Sea + Scandinavia, because eventually you'll be taking longer jobs across the entire continent anyway, and going from the Baltic Sea to the Black Sea is a pretty cool trip (with a slightly boring section through the now quite old roads of Poland).
Good call. Norway in the Scandinavia DLC is quite "small" compared to Denmark and especially Sweden (4 cities and not too many road options) but the scenery is great and the roads can be quite a challenge to travel through with slopes and sharp turns.
I don't care for France, or Iberia, that much, because of the toll gates at every turn in the road... France being, by far, the worst of the two.
I love Scandinavia and Central Europe for their highway system, and that would include Italy for its toll gate management system.
However, I agree with most everybody here in that holding off for a (certain?) upcoming sale is the best option... if you can wait.
