Loading order and meaningful order of the mods in the game
Hello ETS2 friends,
I play version 1.39 and have a number of mods in the mods folder. I'm interested in the loading order in which the mods are processed or loaded in the game. First question is, is bottom-up loading or top-down loading? The second question is, in which arrangement should the individual mods be. I don't mean the ProMods, but different mods from the workshop or other platforms. Mods change and add trucks or truck parts, influence the weather or truck physics, label trailers.
Thank you for your help.

Bottom up.
Usually a good order is Trucks, engines & transmissions, trailors, tires & accessories, sound mods, UI mods, etc, Graphic & Terrain mods last.

Edit: Forgot to add, Mods like Promods are at the bottom so they load first. Same with other map mods.

Thanks for the answer.
If I understand correctly, are the mods loading from the bottom up? So the last mod in the sequence will be loaded first?

Yes. Which is why, since you're talking about ProMods a bit, all the assets and map data is loaded before the definition file that puts it all together, followed by the trucks/trailers, and any additional changes to the map(like Rusmap addon). Ideally you'd load(from the bottom-up) trucks, then truck accessories/parts, then trailers and their parts, then cargo mods after the trailers parts. On up the list you go. For a lot of mods, all that matters if that each group is together, and you're not making changes to trailers with a load of trucks between.

I've always loaded the Def file first, at bottom, and have never had an issue running Promods. Just sayin'...

I think the map file order matters when using multiple map mods together on a profile, as then you need to worry about over-writing changes made by one from the other(s).
But 'priority' is read from the top down, so doesn't that affect the game, i.e. if maps are at the top they receive the first priority in game and so on down the list. Have i been playing the game all wrong these past years?

"Priority" in this case refers to what takes precedence. If more than one mod make changes to something, the last one of them loaded will have "priority" due to its changes being the last, over-riding action to whatever is being changed.
Many thanks for explaining, Malc.
