A: Use the betas menu to roll back to a previous version
B: Launch Steam in offline mode, then try launching the game
C: Buy the disc version(which isn't sold anymore?*)

Option A is the easiest and safest way. You may have to restore an older profile from the profiles.bak folder to avoid corruption.
Option A is the best way.
There you can set the game to only update when you start the game.
When an update is releases you will see that but it wont update until you launch the game in Steam online mode.
So you can just go offline and play.
At least it did, last time I have set it that way.
If you are online the play button turns blue and you can start the update manually there.
If you go offline you can just play the game. The button will be green again.
To be honest, I don't remember exactly. I thought it was working that way.
So what did I do, I just renamed my folder "Euro Truck Simulator 2 1.38". After that I updated the game to 1.39. The game then makes a new "Euro Truck Simulator 2" folder in the directories where the game is. I named that new folder "Euro Truck Simulator 2 1.39"
Mind that you need to change the name for two folders. The one in your documents and the one in your Steam folder. Now I have two folders in "Documents" and two folders in my Steam-folder. One is called "Euro Truck Simulator 2 1.38" and one is called "Euro Truck Simulator 1.39"
When I want to play with either one of them I just change the name of the folder back to "Euro Truck Simulator 2" and launch the game. When I'm done playing I change the name back to "1.38 or 1.39"
It takes a little bit more of space on your hard-drive having two game versions but it works for me. Please do try and see if it works for you.

Odd, because that is exactly what I did with the latest update. I have Steam set to 'only update this game when I launch it'. I spotted that an update was pending, took a copy of the Steam programs structure just in case, and put the Steam client into offline mode. I then launched the game (from a desktop icon, maybe it won't let you Play from the Steam client but I never start the game that way) and was able to finish what I was doing, drive to the nearest garage, make it my home and then create a reference save prior to performing the update by putting the Steam client back in online mode. It works here.
