Sudden performance drops
About every 15 seconds (sometimes up to a few minutes), FPS drops from 60 to 5-20, regardless of whether I'm in a city or not. Weirdly enough, it feels like it's not frames get dropped, but more like some kind of weird slow mo is turned on and off, like when in other games, something gets preloaded as you go forward. CPU and GPU utilization is relatively low.
No mods installed.

So far, I've tried:
- limiting the game to one CPU core to prevent possible lags from resource reallocation
- changing graphics settings from ultra to high to medium
- installing the game on a different SSD
- installing the game onto a RAMdrive to eliminate the possibility of those lags really being from preloading
Nothing has changed.

I'm playing on Windows 10, with i9-9900KS CPU, 64G of RAM and a 1080ti, so I'm pretty sure it cannot be anything to do with inferior hardware.
Any ideas?

Same for me since 1.39. Sorry i can't help but it certainly isn't your hardware ;)

Try with disabled SSAO. It's implementation is still buggy and can cause this behavior on some machines in version 1.38 and 1.39. The visible difference is almost zero anyway.

Also you should check for any background tasks on your system, and if you probably have a thermic problem. If CPU or GPU overheat, they counter this by throttling down.... and that can cause performance loss.

Thanks! Disabling SSAO helped a fair bit. Disabling DoF also helped, BTW. Sometimes those lag spikes still happen, though — but at least the game is finally playable. ^_^
