Car with underglow lights

I've been driving quite a lot (over 800 hours) and just saw a car with blue underglow for the first time in France, like in GTA V. Unfortunately couldn't get a screenshot as I had to turn away a few secs later.

I'm guessing this is most likely some sort of graphical bug?

That kind of thing is rare ... But I've seen a lot of them over time
I think they are speed maniacs as they always drive very fast .. unless they have been stopped by the police:

These cars exist in vanilla game too (no mods ever) though they are, as @Briannospam said, rare.

I have no mods. And this particular hooligan wasn't chased by the police. Yet!
It did drive quite fast though.. then again, in France my max speed on the highway is 90km/h and all the cars seem fast :P

Just to clarify, it's not a mod, it's not a bug, it's just part of the game.

Yes, in general cars have to drive faster than trucks in most places, especially on the motorways, and especially in Germany you can on the autobahn experience cars coming very quickly from behind, so be careful when changing lanes.

There are also other rare and very rare road events you may not have even seen yet, e.g. Lamborghini sports car that can occur in several countries, Lamborghini police car that I have only seen in Italy, an ai truck that has lost a jet plane, or 2 jet fighters that come flying at low altitude over you. I think the rarest is a propeller plane that crashed or made an emergency landing on the highway.

Only time I have seen the car with the under lights is when they are parked on the siding with a nice policeman chatting to the driver.

Funny how these cars are rare as rocking horse droppings, despite having been in the game since the release of the Italia DLC and yet one cannot move for what should be equally rare vehicles, like Packed Glass trailers (which I don't remember ever having seen in real life) or helicopters being hauled.

I have seen Lambos in Italy.. that one isn't very rare. I haven't seen any supercars on the autobahn zooming past me though :| I haven't been there but I've been under impression that this is the place where rich people flex their horsepowers :P
I saw the crashed figher jet fuselage cargo yesterday, I think. I have seen the figher jets flying overhead. Alone and in a pair. I don't think I have seen the prop plane crash yet.

It is also very rare, at least here with me.
I do not think I have seen it more than 4 times and everything else I have seen significantly several times.

They're a random event, like emergency vehicles or the roadside breakdowns.
They occur, but rare.
