Also remember that city signs mean 50 km/h and generally trucks are limited to 90 km/h if there is no other speed limit.
As for avoiding tickets, keep an eye out for road signs. Speed changes are always marked, just remember that truck limits aren't always the same as car limits.
But there is some thing you can do to avoid most speed limit fines:
In some countries there's typical will be a speed limit in typical areas, here comes some examples:
Italy: while you leave highway, here will always be 40 km/h speed limit if it's a sharp curve... if it's a long weak curve some places it will be 70 or 60 km/h... as a general adwise, I'll say when you in Italy leave the highway, lower your speed to 60 km/t BEFORE you pass the coming speed limiot sign.
France: As far I remember, here ofen will be 70 km/h on the leave highway roads? (again, lower your speed before you pass the sign with the new lower speed limit.)
Sweden: Here is some areas where the speed limit ofen change between 70 km/h and 80 km/h on the same road. As general, if the road have 2 lanes in the same direction the speed limit will be 80 km/t, and when the road shift to only one lane in your direction, most placed the speed limit also will change from 80 km/h to 70 km/h (is it necesarry to repeat: At these localities, lower you speed before you pass the first sign with the new speed limit?)
England. Auch, as far I remember, the english highways have what I really will call speed traps, because there are places where the speed limit suddenly without any visible reason (no side ways, no road work, no sharp curves and so on) heavy being lowered, and at these places the risk to get a speed fines instant when you pass the sign with the new much lower speed limit is 100%.
Else, as a general adwise, on regular road (not highway) if there comes a curve, in some countries there can be a speed limit, and also in areas with side ways. Also always the speed limit nearly overall will be lowered to 50 km/h when you on your way into a city pass a sign with the city's name.
If you have a susppicion you closing an area with a speed limit lower than your speed, it can be a good idea using the zoom key.
I know it is intended to always be marked, but SCS is not perfect. I can list a number of situations where a sign should exist but doesn't. Also, aside from places where they forget to put a sign, sometimes the speed limit change is unintentional on their part. Sometimes the limit changes several times within the span of a half km with no signage involved, and you know that can't be intentional.
There is a particular problem I have experienced in ATS, but not in ETS2 (at least not yet), where there is a sign, but it's not in the right place. I've seen the limit change before you can see a sign, and I've passed signs where the limit doesn't change until a little while after. This is especially a problem when entering California, because the speed limit is supposed to change at the border, but on some roads it is pretty far ahead, and on others it is pretty far behind.
I'm gonna add to the list " The things the AIs is supposedly doing despite being overwhelmly difficult to program, on top of adding nothing to the gameplay and, in fact, in poor taste ".

. spawning cops only when speeding
I'm not interested to test if you're talking out of your bootyhole ...
FWIW I drive at 52 MPH even where I could be going faster simply to avoid those situations where a sudden drop to a 50 MPH limit, or a steep enough incline that I speed up by a couple of MPH, might cause me to be speeding. Most of the other situations where speed limits change you can learn to anticipate (and Brian gives a number of good pointers above, to which I'd add that built up areas, even outside of cities, will generally result in a speed limit reduction, just as they would in real life).
Sorry couldn't resist a bit of role play, hehe. But seriously though, I've experienced police cars running red lights and speeding.
