The devs have said the reason that the speed is always limited for external contracts is to make it fair for everyone when they do special events with rewards.
You can enter the game options an uncheck the speed limiter.
And for those who wonder if running down the highway at 140 km/h is realistic.... well, there are certain Italian and Greek companies whos drivers do it. Mainly companies that carry hanged fresh meat, where fast dliveries are important.

thats hagning cargo is even worth as a cistern with liquids. in emergency braking it makes the truck "jump" some meters ahead even when it is standing still.

Yeah i should know, ive driven it. And my load was no joke either 47 freaking tonnes. the real problem is not braking, the real problem are the turns. The whole weight hangs from the ceiling making the center of gravity extremely high. You can roll over in a second if you are not careful.
Basically if a greek truck with a refrigerated trailer passes you going faster than the speed limiter allows him... you now know what it carries.
