Licensing is not the issue. In fact the Eiffel Tower doesn't require one as the tower itself is not a trademark or copyright. What is copyright however are the lights. This is why it is fine to take photos of it in daylight but illegal at night.
If there was anywhere on the default map where the Eiffle Tower was visible, they could use it so long as they either didn't include lights or just made sure they didn't copy the real ones. The Eiffle Tower WAS in the game before the rebuild btw.
Hey 1000's of games get around license issues by creating similar versions with the name altered - like "triffel tower" (hey I'm British what do you expect!) So they could have easily put something visual in which looked like the eiffel tower.
SCS already (almost) got into trouble doing that with some trucks. They're better off not doing that again (with any content).
