You never actually told us what your old CPU was, just dualcore 2.8, so without that we cannot compare the two cpus to see the difference.
You old 2.8 dual core is most probably 2nd generation where the i5 4590 is fourth generation a lot of difference between the two.
Certain cpus perform better in single core usage than other cpus, you really cannot compare like for like.
Do you use the integrated graphics or have you a dedicated graphics card, all of these things can make a difference.
the old cpu was a Intel Celeron 2.8. My GPU is nvidia gtx1050. But anyway its all good now. No micro stutters.
