I could be wrong, but I don't expect the rest of the Balkans for another 3 or more years (possibly longer if SCS are trying to avoid addressing Kosovo).
In fact I'll go so far as to say that I'll donate 10 copies of the DLC to members of this forum if the second balkans DLC is released as the next DLC after Road to the Black Sea.
rather like #FakeNews; Italy came directly after France, they are border countries; Scandinavia came after GoE, that was not really a big move and they are connected via ferries. Also the move from BTBS to RttBS was not that big.
They also already skipped the West Balkans once, why should they skip it again.
It's not that they are border countries, it's just that up until now the DLC for ETS2 has progressed in an anti-clockwise progression around Central Europe - Balkans/Black Sea is the first one to break that pattern.
Going East - East
Scandinavia - North
France - West
Italy - South
Baltic - North-East

Yes, and the next area clockwise is the West Balkans.
It is possible but at this stage it is way too early to say that they have changed to a clockwise pattern (or any other pattern). They're also running out of regions to the south and north to expand in to (the Med and the Artic kinda get in the way) so it'll either be further east/SE or finally get around to the Iberian peninsula (legacy map updates not withstanding)

I'm wondering if the reason for doing Black Sea before Iberia is the way SCS intends to link the map to the base game. Maybe with the launch of Black Sea they will start giving Going East for free, or they will bundle it into the base game, so that everyone who buys Black Sea will be able to travel to the base game. And if this is the case, they might only release Iberia when France is old enough to be offered for free as well.
