Thats true but when that is said, Don't forget Steamcloud don't save the mods you haven't got from the Workshop. That means all mods you have found on Websites for mods you have to copy over in the mod- folder yourself.
The easy way to do that is, use a USB stick and copy the hole Modfolder on your old PC and copy that over to your new PC.
From a pragmatic perspective, the main thing you need a backup of is the game's directory in your Documents, but I'd expect you to back up the whole of that area anyway.
It is always a good idea to back up the game from time to time.
Steamcloud save the latest played version of the game, But also as you say in your case i would back up my "Euro Truck Simulator 2" folder, and save it on a USB stick, and when you have your new PC up runing with all, Then download ETS2 from Steam again. When that is done op your new ETS2 Folder on you your new PC. And replace all there is in it with all you have in the ETS folder you have backed up from your old PC.
If you do it this way you are 100% sure that the game starts where you left it on your old PC.
On the new PC, install Steam app, and make sure you logged in to Steam using the same account used to backup your games. Select again "Steam" menu followed with "Backup and Restore Games", then restore your Steam games backup stored in the pen drive. Extract the ZIP file back to your "My Documents\Euro Truck Simulator 2" folder in the new PC.
