Please, can anybody tell me what is the Telepass Device?

Helps you pay tolls at tollgates smoothly. You don't have to have the decorative gadget in your window for it to work. At a toll plaza, roll up to a telepass lane instead of the lanes with the parking markers, stay at ~20 kph or less, and it will charge you and raise the gate without having to fully stop.

Every country has a different name and sign for the automatic toll lane. Usually the lane that doesn't have the green swirling money icon and isn't straight up closed is the auto toll service.

Don't fret when you can't see it cuz some some stations just doesn't have one.

It's not something you buy, per se. Some countries have them, some don't. As said above, you don't need any 'device' for it to work.
