Pro mods is free. You only have to pay 1 dollar if you want a link for the entire file instead of downloading it free by 7 or so seperate downloads.
Then deal with the 6 or 7 files, put it in and play.
SIMPLE!
You can look at it that way- I prefer to look at it that I am supporting all the hours and hard work that the modders invested - a dollar is nothing to me and will gladly pay for the amazing work and added content that the mod provides.
if its more then 1 hour then i might as well asked if theres any more expendment mods
you just drop the files into your mod folder- go into profile and activate them- that's it
what mods are free to download for map exandmentsi
TSM is what I would recommend, but ya need Going East, Scandinavia and France DLC for it to work.
Or you can find map mods that doesn't use the vanilla Europe map at all and just run on thier own, have to create a new profile to use them
just the way it is, map mod authors want to make it compatible with all DLC, they won't do a seperate version for the minority that don't have the DLC's yet
the steam summer sale is coming up soon btw so just buy them then
