Report a translation problem
It must be bound to "Shift Up" or "Shift Down".
Be careful, the Steam template has been updated, if you cannot see the new commands (for example "Open Right Window, Close Right Window") or the new Category "Walking" (https://i.snipboard.io/5kDFpm.jpg), you still have the old template.
Some buttons have been updated in 1.37 and the old template is now outdated and the linked actions don't work anymore.
A workaround would be to bind the L1 and R1 to the keyboard key you see in the settings in game. It does the same thing and works well but this is more a dirty "hack" since instead of pressing a button to call an action, you will press a button that will press a key that will call an action.
For me the Routadvisor bindings and Volume Control nor working.
So will there be any updated oficial SCS template in future?

I had the same issue, those buttons were changing the route advisor page instead...
If you cannot trigger the new template, make a backup of your controls first just in case, then reload the official template.
You can also try to delete all the layers under "Driving" (Arcade, etc).
It should reload the default one and everything should be working again. That's what I did (by mistake actually, ie in my screenshot above, if I delete "Arcade Gearbox", everything goes back to default).
